About the company

Founded in 2013, Pan Marine Services specializes in marine services, consulting, and supply and logistics support, particularly related to offshore oil fields and exploration and production activities. Our company offers its distinguished services while taking into consideration environmental protection and the most appropriate and efficient methods, along with competitive commercial, technical, and technical offers. The company has three headquarters. Its headquarters is in Misrata, with branches in Tripoli and Benghazi. It is managed by a team of qualified and experienced personnel in the fields of maritime transport, ports, and supply and logistics services related to offshore platforms and fields.

Maritime Logistics and Supply Chain Management: Our company provides comprehensive and integrated logistics and supply chain solutions for the maritime industry and floating oil platforms. We are capable of providing logistics services supporting offshore exploration, drilling, and production operations from three ports: Tripoli, Misrata, and Benghazi. This includes providing materials management, crew, and personnel services smoothly, quickly, and efficiently to various locations within Libyan territorial and commercial waters.

Captain Milad Abshir Ibrahim
Captain Milad is a well-known figure in the Libyan port industry, with over 36 years of experience, including over 10 years of experience on various types of vessels. He began his maritime studies in the early 1970s and obtained a higher diploma in port and ship management in 1984 from the University of Humberside in the United Kingdom. He began his maritime career as a navigation officer in 1979 and obtained a master's certificate in 1989 from the United Arab Emirates.

Captain Milad began his career in the port industry in 1979, holding various management positions such as Head of the Stevedoring Department from 1991-2004 and a member of the Management Committee of the Libyan Ports Company. He also served as Director of the Ports of Khoms and Misrata. In 2007, he worked as a maritime consultant for the Libyan Ports Company. In 2018, he transitioned to the private sector and assumed the position of General Manager of Al-Saraya Maritime Agency.

Captain Ali Muftah Balhaj
Captain Ali began his career as a naval officer in 1977. He earned a Master's degree in Maritime Administration from the United States in 1982 and has over 12 years of experience sailing on various types of vessels. He also served for five years as Chairman of the Board of Directors of the National General Maritime Transport Company. From 1998 to 2005, he served as a representative of the RINA Classification Society in Tripoli. From 2012 to the present, he has served as a maritime advisor to the Libyan Minister of Transport.

In the field of education, Captain Ali Belhaj worked as a lecturer in maritime navigation at the Academy of Maritime Studies, Libya, and many Libyan maritime cadres graduated under his tutelage. Administratively, he held several administrative positions, such as Head of the Maritime Navigation Department at the Academy of Maritime Studies, and an additional seven years as Director of the College of Maritime Studies and Technology / Tripoli, Libya, and a further six years as its Dean. He also served as Chairman of the Examination Committee for Master's and Maritime Officer Students for six years.

Captain Ali Belhaj obtained a Master’s degree in Maritime Education and Training from the World Maritime University in Malmö, Sweden in 1988 and a Master’s degree in Business Administration in Logistics and Maritime Transport from Copenhagen School in 2007.

Captain Ali Abu Bakr Al-Majrab

Captain Ali Al-Majrab began his maritime studies in 1974 and obtained a Master Seaman's Certificate from South Shields Maritime College, UK, with a Dangerous Goods (Oil/Gas/Chemical) endorsement. He has served as a Master on oil and LNG tankers, general cargo, passenger, and RoRo vessels. He retired from sea in 1997, after more than twenty years. He worked as a lecturer at the Libyan Academy of Maritime Studies and as a Marine Inspector for six years before moving into the energy sector, where he spent nearly fifteen years. Captain Al-Majrab was appointed by Total (C, P, TL) Tripoli, Libya, later renamed Al-Mubarak Oil Operations Company, as Supply and Logistics Manager. He was then posted for two years as a Marine Specialist in Paris, France, before moving to Total Abu Al-Bakoush branch in the United Arab Emirates, where he spent four years as Supply and Logistics Manager.

Captain Ali Al-Majrab holds a Bachelor's degree in Maritime Studies from Grimsby College, UK, in 1978, as well as a Higher National Diploma in Maritime Science. He is qualified as a Port and Company Security Officer and an Internal Maritime Security Inspector/Auditor. He is also a member of the International Federation of Shipmasters' Associations.

Senior Engineer Mohamed Arabi

 

Chief Engineer Mohamed Oraibi is a distinguished marine engineer in the maritime transport sector, with a distinguished career spanning over four decades. He began his career in the maritime sector after graduating in 1984 from Edinburgh Napier College (now the University of Edinburgh). He began his career as a third engineer on board the General Maritime Transport Company (GNMTC) vessels, progressing to second engineer and then chief engineer over 20 years of service. He then moved to the oil and gas sector in 2003 with AGIP Gas in Libya, contributing significantly to the Western Libya Gas Project.

Throughout his career, he has held various positions, including HSEQ Coordinator, then Team Leader for the Joint HSEQ Taskforce, and later Project Manager, where he oversaw key projects such as the Mellitah Complex production ramp-up. He was promoted to Project Manager for two years, before joining the ZAZA FSO Project team in South Korea as Senior Marine Engineer and HSE Officer.

He continued his leadership after returning to the offshore operations division, eventually becoming manager of the Sabratha platform. He returned to the Mellitah complex manager position in 2021, working as a consultant until his retirement in May 2023. Following his retirement, he continues to work as a marine consultant for an oil services company.

He has completed numerous professional courses, including NEBOSH certification, IRCA accredited lead audit courses in ISO 9001, 14001 and 18001, as well as various training courses in safety and crisis management .

Dr. Ismail Al-Madani Al-Farjani

Dr. Ismail Al-Farjani has extensive experience in the maritime, logistics and education fields. He began his maritime education in 1989 at the Libyan Academy for Maritime Studies (AMS) and was honored to be among the first class and graduated second in his class. He began his maritime career in 1992, working on board various types of vessels until 2001. He then worked as a Senior Marine Inspector at Tripoli Seaport, then moved to the Ports and Lighthouses Authority (Libyan Maritime Authority) until 2006. In this year, he moved to the field of supply and logistics services in the oil sector, joining Total (C, P, TL) Tripoli, Libya, which was later renamed Mabrouk Oil Operations Company, for three years as a Marine Operations Supervisor. A year later, he was promoted to Coordinator of the Naval Supply and Logistics Base in Tunisia. After completing his PhD in container port management in 2015, he worked as a manager for Blue Horizon Logistics PTY, LTD, Australia. Since 2018, he has joined the operations team of ANL Container Transport Australia, a partner of CMA CGM.

In the field of education, Dr. Ismail worked as an affiliate lecturer at the Academy of Maritime Studies (AMS) in Tripoli, Libya, in 2006, teaching coastal navigation and cartography. From 2015 to 2018, he worked at RMIT University, Melbourne, Australia, as a part-time lecturer in the field of logistics and supply chain management. He also worked as a supervisor of practical training for logistics students at the same university. He also worked with Curio Academy for Educational Services, Australia, in 2017, as a distance learning lecturer for Master's degree students in International Logistics. He has published several scientific papers in the fields of measuring the performance and efficiency of container ports, maritime risk management, and information systems and information technology.

Dr. Ismail is a member of the International Institute of Marine Engineering, Science and Technology (IMarEST) and the Supply Chain and Logistics Authority of Australia (SCLAA).
